Guildford Borough Council : Updated Procurement Rules To Help Manage Spending
We have updated our Procurement Procedure Rules (PPRs), to help improve and manage our spending, to bring them in line with our new 2020-23 Procurement Strategy.
Last subject to a full update in 2016, the Rules include the management of what we spend on all goods, works and services, as well as our non-permanent workforce such as temporary and agency staff and consultants.
Lead Councillor for Resources, Cllr Tim Anderson says:
“This is a positive step towards achieving a brilliant procurement service. The updated rules, which will make us more efficient, match our commitment to transparency, auditability and getting the best value for our residents. It also creates an easier way of buying goods and services and identifying the needs of local businesses.
“Our 2020-23 procurement strategy contributes to a £10m saving target over four years through our Future Guildford Transformation Programme whilst also buying goods, works and services more efficiently. Other areas under review which will add to the amount we save include security services, cleaning, hygiene, temporary staffing and procurement cards. We are also looking to review all contracts, particularly with key suppliers.”
The rules also encourage sustainable economic growth in the borough to help provide the prosperity and employment that residents need, which includes improving our business networks.
Cllr Tim Anderson adds: “We understand how difficult it has been for many local businesses since the start of the Coronavirus (Covid-19) pandemic. To help them, our new buying strategy prioritises local small and medium-size businesses where appropriate and will improve the relationships and networks we can build in our borough. “Social value to our residents, visitors and the environment is another important aspect of our Procurement strategy. Under our new strategy, we have bought new refuse collection vehicles and electric minibuses to help keep the streets of Guildford cleaner and greener by reducing CO2 emissions.
“Making a positive difference to those who live in our borough is another of our main priorities and we have bought electric minibuses for our Dial-a-Ride services to help those who have mobility problems get around. We are also improving the way we adapt properties for older and disabled people.”
The PPRs will continue to be reviewed on a regular basis.
